Design Basis Threat / Vulnerability Assessment Training

Are you protecting your assets from the right threats? How do you know that your physical protection system will work when its needed? How do you prove it? How do you make the best return on your security investment?

Most organizations install security measures one component at a time, and they test as they go along. Install video cameras. Do they work like they’re supposed to? Check. Install lighting. Does it work? Check. Install fence. Was it installed according to the contract specifications? Check.

They don’t realize that all these components make up a physical protection system (PPS), and it’s the job of the PPS to protect the site. Because they don’t normally think of a collection of security technology, barriers, policies, procedures and people as a single discrete system, they never test it.

A PPS is a lot like a piano. You cannot tell if a piano is in tune by looking at it - you have to play it.

What is a Design Basis Threat?

A Design Basis Threat (DBT) is a comprehensive description of attributes and characteristics of potential adversaries who may attack a site which a physical protection system is designed to protect against. It includes definitions, asset protection levels (high, moderate, low) and the unacceptable consequences of an attack.

The DBT/VISA process is how you tune your PPS. Using reasonable and credible scenarios that are grounded in the DBT and aimed at the site’s most critical functions, the process looks at how well the components work together to protect the site.

This process allows you to test proposed upgrades as well, so as you discover weaknesses and vulnerabilities you also find practical solutions to mitigate them.
